Stand within range of an Artisan Table, equip the Hammer and place it. You need:

Raises the Artisan Table by one level, which unlocks better recipes and upgrades. Build it within range of the Artisan Table.
When it unlocks
It shows up in the Hammer's menu once you've picked up every material it needs and been near an Artisan Table. You have to place it within range of an Artisan Table.
Its materials become available in the Ashlands, after beating The Queen.
